It would be good if this person could explain what personal conflict they have about this.
I see it as simple: "Dear Agent, If you think you might want to hear from this person again, feel free to provide 'a lot of "helpful feedback" in a' rejection/pass. If not, don't."
However I also understand, possibly wrongly, that it is an unwritten rule for agents that once a rejection is decided upon (even if pleasant and near-miss type) and sent, no further correspondence about that submission should EVER be countenanced. Maybe @AgentPete could clarify.
